A ranking U.S. Interior Department official has questioned the arguments cited by the Guam Legislature in its recent resolution against the proposed federal takeover of CNMI immigration.David B. Cohen, deputy assistant secretary for insular affairs, said Guam stands to benefit from the federalization plan, including the proposal to grant permanent status to long-term guest workers in the Commonwealth.“I'm not sure I understand the logic behind that resolution,” Cohen said of Resolution No. 80, which the Guam Legislature passed unanimously on Wednesday.In the resolution, the lawmakers expressed fear that their island would be overwhelmed by foreigners if long-term guest workers in the CNMI were allowed to live and work permanently on U.S. soil.According to Cohen, Guam needs those additional workers in order to benefit from the proposed military buildup in the U.S. territory.“I spoke to one of the Guam senators that sponsored the resolution and he said there's real concern that too many Filipinos will come to Guam and upset the racial balance,” said Cohen.“It's very likely that they [Guam] would have to rely to a significant extent on Filipino workers. There would have to be an influx of Filipinos to supplement their local workforce. And I'm not comfortable with the sentiment that Filipinos would not be welcome in Guam,” said Cohen.He also challenged the Guam Legislature's concern that guest workers who might come from the CNMI would create the same burden on social services as citizens of the freely associated states.He pointed out that guest workers eligible for the improved immigration status would only be people with proven job skills and their contracts renewed at least five times.“It's clear that these are people who would be interested in employment opportunities. They would only come to Guam if there's need for their services. Why would they come to Guam to be destitute if they have job skills that would enable them to earn a living elsewhere in the United States?” said Cohen.Resolution No. 80 urges Guam Delegate Madeleine Z. Bordallo to fight S. 1634 and H.R. 3079, or any federal legislation to allow foreigners to enter Guam indefinitely without meeting current requirements of the Immigration and Nationality Act.It calls on the U.S. Government Accountability Office to study and report on the potential impact of S. 1634 and H.R. 3079.Further, the resolution urges the U.S. mission to the United Nations to advise the UN Committee on Decolonization of the lawmakers' misgivings over the federal bills.
